WHERE I COME FROM

My name is Christina Mendoza McKinney, and I am proud to have been born and raised right here in Odessa, Texas. I have lived in Precinct 4 since 2000 and have dedicated my life and career to serving the people of Ector County.​

From a young age, I knew I wanted to make a difference in my community. I remember watching law enforcement officers visit my mother’s grocery store and feeling inspired to pursue a career in public service. That early inspiration led me to the Odessa College Police Academy, where I graduated in 1996 and in 1998, I began my career in law enforcement with the Ector County Sheriff’s Office. Over the course of my career, I earned my Master Peace Officer certification, the highest level awarded in Texas law enforcement, reflecting advanced training, experience, and a continued commitment to professional excellence.

A THRIVING CAREER

I started my service in the detention center, where I worked for four years and gained firsthand experience with the daily operations of the criminal justice system. From there, I transitioned to patrol, serving the community directly in the field. During this time, I was promoted to Corporal and assigned to booking before moving on to patrol duties full time.

In 2005, I advanced to the Criminal Investigation Division (CID), where I worked for nine years handling investigations and supporting victims and families throughout the county. I also served as the county’s Sex Offender Registrar for approximately five years. My leadership responsibilities continued to grow as I was promoted to oversee dispatch operations as a Sergeant, and later to Lieutenant.

As a Lieutenant, I currently manage and oversee multiple critical departments, including civil process, animal control, dispatch, sex offender registration, and records. I supervise five sergeants along with several civilian employees. Additionally, during my tenure, I have helped modernize operations by moving the records department toward a largely paperless system and implementing a Computer-Aided Dispatch (CAD) system to improve efficiency and better serve both deputies and the public.

Throughout my career, I have worked closely with both the criminal and civil sides of the justice system, giving me a well-rounded understanding of the responsibilities of a Justice of the Peace. I am committed to professionalism, fairness, and accessibility, and my door will always be open to every member of our community.

Outside of my career, I am a proud wife, mother of three, and “Nana” to two grandchildren. Family means everything to me. I am grateful for my blended family and the strong relationships we maintain, because I believe family and community support are the foundation of a strong and compassionate public servant.

I have always given 100% to the people of Ector County, and I am ready to continue that service as your Justice of the Peace in precinct 4.

Christina Mendoza McKinney is committed to providing fair, timely, and accessible justice for every resident of Precinct 4. With decades of law enforcement and leadership experience, her mission is to modernize court operations, reduce case backlogs, increase transparency, and ensure every case is handled with professionalism, accountability, and respect. Christina believes the Justice Court should work for the people efficiently, ethically, and with integrity because the community of Ector County deserves nothing less.

Above all, Christina is dedicated to serving the community with compassion and common sense. She understands that every case represents real people and real families, and she pledges to keep her courtroom open, approachable, and responsive. By combining proven experience with forward-thinking solutions, she will work every day to deliver justice that is fair, efficient, and worthy of the trust Precinct 4 places in its court.
